Recommendation to proceed process


A recommendation to proceed invitation is the opportunity for you to pass to the next stage of the recruitment process. This is the pre-employment clearances stage.

This is also not a job offer, which will provide details such as the position location, tenure, job title and hiring manager.

Make sure you understand what the recommendation to proceed invitation means before you accept. Your decision can affect your status on the panel.

If you agree to proceed, the following rules will apply depending on the role.

Specified purpose post

If you accept a specified purpose job, you will not be considered for other specified purpose Expressions of Interest. However, you will still keep your place on the panel for permanent posts.

If you choose to withdraw at the pre-employment clearances stage, you will keep your place on the panel for both specified purpose and permanent posts.

If you take up employment in a specified purpose post, you should notify National Recruitment Services (NRS) 3 months before the end of your contract. We will add you on the panel again for further specified purpose Expressions of interests.

Permanent post

You will no longer be eligible for any further expressions of interest. You will also be removed from the panel.

If you later decline during the pre-employment clearance stage, you will remain removed from the panel

Key things to know:

  • we do not accept
  • you must reply using the format given in the invitation
  • we strongly recommend that you do not hand in your notice at this stage
  • we will decide on the suitability and relevance of your references
  • your contract of employment is only valid when it is in writing and signed by both you and the HSE

All HSE job offers depend on budget approval, good references, correct registration, and security and medical checks. If these conditions are not met, the HSE may withdraw the recommendation to proceed with your offer.
