To ask the Minister for Health whether any ICT-related works or preparatory works commenced prior to the completion of formal tendering or procurement processes; if so, the circumstances under which this occurred; whether she has assessed the operational implications of ICT support personnel being required to operate from offsite locations rather than from dedicated onsite ICT operational facilities, including implications for operational resilience, emergency response times, cybersecurity coordination, logistics, and staff safety.
