To ask the Minister for Health the reason agency staff that fill temporary staff shortages and are in a position for longer than 12 months are not regarded as a permanent post that should be filled internally; if each location received guidance regarding their agency dependence; the amount by which it has to be reduced/converted by; and if she will make a statement on the matter
