Review of the implications of the Cass Report for the provision of Gender Identity Services for children and young people in Ireland

In 2021 NHS England commissioned a review of Gender Identity Development Services for Children and Adolescents, chaired by Dr Hilary Cass. Following publication of the Interim Cass Report, the HSE’s Chief Clinical Officer requested a review of the report and consideration of its implications for clinical pathways in Ireland.

It should be noted, however, that this 2023 review has since been overtaken by subsequent policy and service developments. In particular, the HSE initiated the development of an updated Model of Care for gender healthcare, led by an expert clinician and informed by extensive stakeholder engagement. This work reflects a continued commitment to delivering a person-centred, evidence-based, and integrated service that meets the needs of children, young people, and adults requiring gender healthcare services in Ireland.

The HSE continues to advance improvements in service provision in line with emerging evidence and best practice, and the earlier review should be understood in that evolving context.
