Sláintecare Transformation and Innovation Office (STIO)


The Sláintecare Transformation and Innovation Office (STIO) is a HSE team that oversees the Sláintecare reform programmes. It is also responsible for encouraging a culture of innovation in the HSE. The team manages the process for choosing, running and evaluating new ideas.

About the STIO

The STIO is dedicated to supporting, facilitating, overseeing, and reporting on the successful delivery of the Sláintecare reform programmes.

They work with the Sláintecare Program Management Office (SPMO) in the Department of Health (DoH). They also work with HSE lead owners and pobal. Together, they make sure these initiatives are carried out effectively and are well managed. They also manage the Transformation and Innovation function. They work with the Chief Technology and Transformation Officer (CTTO) to help improve the healthcare system.

Innovation in healthcare

The World Health Organisation (WHO) defines Health Innovation as "a new or improved solution with the transformative ability to accelerate positive health impact". This includes new products, services, workflows, and anything that positively transforms healthcare delivery.

Objectives of the STIO

Their main objectives are to:

  • get a full picture of how services are delivered and where they can be improved
  • set specific, measurable objectives for innovation initiatives
  • focus on high-priority areas like waiting lists, Emergency Department wait times, patient access, and ageing population care
  • encourage illness prevention, healthy living, self-care, and self-management

Coming Soon

A strong strategy is key to removing barriers to innovation and achieving healthcare goals. To support this, the STIO will soon publish a Framework for Health Innovation.
