National Electronic Health Record (EHR)


The National Electronic Health Record (EHR) will be a digital system that holds a person’s full health and social care information in one place. It will replace paper files and local IT systems by allowing staff to record, update and access all health information in one place.

The EHR will be used across all parts of the health service, so staff can access the same up-to-date information, no matter where someone is receiving care.

In future, patients will be able to view their own records, and carers may also be given access with consent.

Why an electronic record matters

At the moment, it’s common for someone to have to repeat their medical history every time they use a new service.

Staff will be able to find information quickly and safely, helping patients feel more supported and confident in their care.

For patients and service users, this means:

  • no need to repeat your medical history at every appointment
  • more consistent care across hospitals and community services
  • key information, such as medications and allergies, will be easily accessed

For staff, this means:

  • faster access to reliable information
  • less time searching records or interpreting handwriting
  • stronger support for safe clinical decision-making and care planning

What we're working on now

The National EHR programme is in early planning stages. The HSE Board approved the preliminary business case in April 2025, and the Department of Health is now reviewing it.

Work is underway to prepare for procurement and to plan how the National EHR will be used in real-world healthcare settings.

This step includes engaging with staff through service design workshops, developing patient stories, and exploring new ways of working to support safer, more connected care.

Technical planning is also progressing to make sure the system aligns with national standards and with patient needs.

What’s next for EHR

Next, as we work with the Department of Health around approval to begin the procurement process, we will also be working with staff and patients to help inform the process too.

The National EHR is a long-term investment for safer, more joined-up care. It’s a key step in building a modern, digital health service for Ireland that supports better care and meaningful use of health data.
