Technology and Transformation teams
HSE Technology and Transformation is responsible for digital health, data and technology services in the HSE. We work across hospitals, community services and national health programmes.
We make sure that our technology supports safe, effective care for patients and enables staff to do their jobs.
What we do
HSE’s Digital for Care strategy is the national digital health strategy. It sets out how digital technology will support health and social care through to 2030.
We are responsible for implementing the strategy.
We do this by:
- leading national digital programmes that improve how care is delivered
- supporting digital systems that connect care services
- helping staff improve their digital skills
- improving data management and cybersecurity
Digital for Care - HSE's digital health roadmap
As well as implementing Digital for Care, we run and support day-to-day digital and technology services in the HSE. This means we make sure that technology works consistently in hospitals, community services and national programmes.
This involves:
- delivering national and regional digital programmes
- introducing new digital tools to health and social care services
- keeping systems secure, resilient and reliable
- teaching staff how to use new technology
- leading a digital-first culture in the HSE
Team structure
The Technology and Transformation team is organised to support national and regional leadership in bringing safe and secure digital healthcare to patients around Ireland.
National leadership
Technology and Transformation is led by the Chief Technology and Transformation Officer (CTTO). The CTTO is responsible for digital strategy and delivery across the HSE.
The CTTO works with:
- regional and national service leaders in digital and clinical
- data and cybersecurity leaders
- leaders in digital change
This shared leadership approach ensures digital decisions reflect both national priorities and local needs.
National teams
Technology and Transformation is made up of a number of national teams. These teams work together to plan and deliver digital change. They make sure that digital healthcare services are implemented on schedule, within budget and safely.
They are:
Digital transformation and change
This team plans digital programmes as part of Digital for Care. This includes clinical and service change.
Technology delivery and integration
This team delivers digital healthcare programmes and products across the HSE. They also make sure that staff are able to use them.
Infrastructure and operations
This team runs and maintains technology systems, networks and platforms that the health service depends on.
Cybersecurity and information protection
This team makes sure that patient and staff information is stored and transferred safely.
Data and analytics
This team is working to improve how data is managed and used. This will give us the information needed to support better planning, decision-making and care.
People, finance and governance
This team makes sure that digital projects have the right people working on them at the right time. They also make sure that staff are getting the appropriate information and training they need to work with new technology. This team also manages investment and encourages accountability.
Working with health regions
Technology and Transformation integrated with HSE health regions. Each region has its own Regional Director of Technology and Transformation who is also part of the national leadership structure. They are supported by a regional digital team.
The Regional Director of Technology and Transformation oversees the delivery of digital health services in their region. The regional digital teams make sure that local priorities are met during the roll-out of these services.
