The HSE's clinical teams provide essential healthcare services, support and research to ensure patients in Ireland get the best treatment available.
Clinical Design and Innovation
The National Clinical Director for Integrated Care leads the National Clinical Programmes, managed through Clinical Design and Innovation.
The aim of Clinical Design and Innovation is to improve quality, access and value of healthcare in the country.
National Clinical Programmes bring together healthcare experts to define how we deliver healthcare in Ireland.
National Cancer Control Programme
The NCCP works with health service providers and other partners to prevent cancer, treat cancer, and increase survival and quality of life for those who develop cancer, by converting the knowledge gained through research, surveillance and outcome evaluation into strategies and actions.
Population and Public Health
The population and public health team work to protect the health of people in Ireland. They focus on:
- preventing disease and injury
- responding to public health threats
- promoting good physical, mental and social health
- improving health services
National Screening Services
The national screening service team runs 4 national population-based screening programmes.
3 of them screen for cancer and 1 screens for diabetic retinopathy (a serious eye disease).
Our screening programmes look for early signs of disease in healthy people so that we can help prevent disease or detect health issues early.
Organ Donation Transplant Ireland
Organ donation transplant Ireland (ODTI) is responsible for overseeing organ donation and transplant services in Ireland and ensures the quality and safety of organs for transplantation.
The National Organ Procurement Service is available 24 hours a day, 365 days a year. They coordinate organ donation between donating hospitals and transplant recipient centres.
There are specialist organ donation staff working in hospital groups across the country.
HSE Library
As part of the academics and research team, HSE Library is a national service delivered through a network of libraries.

National Doctors Training and Planning
The national doctors training and planning (NDTP) team works to make sure that the Irish health service has an appropriate number of trained doctors available.
NDTP’s core purpose is to ensure that the Irish health service is provided with the required number of appropriately trained specialists to deliver high-quality, safe care.
NDTP has four main functions:
- commissioning post-graduate training
- planning the medical workforce
- supporting the Consultant Applications Advisory Committee (CAAC)
- managing the Doctors Integrated Management E-System (DIME)
National Patient Safety Office
The national patient safety office aims to make sure that all patients using health and social care services receive the safest are possible.
They work in partnership with HSE, patient partners and other internal and external partners to improve patient safety and the quality of care.
National Genetics and Genomics Office
The National Genetics and Genomics office (NGGO) is responsible for the implementation of the National Strategy for Accelerating Genetic and Genomic Medicine in Ireland.
The strategy includes:
- development of a skilled genetic and genomic workforce
- enhancing clinical services for patients and families
- strengthening genomic laboratory infrastructure
- driving advances in genetic and genomic medicine.
