Procurement launched for HSE One Health Record

A major milestone in the digital transformation of Ireland’s healthcare system has been reached, with the recent issue of a new tender for a national EHR.


A major milestone in the digital transformation of Ireland’s healthcare system has been reached, with the recent issue of a new tender for a national Electronic Health Record (EHR).

Known as the HSE One Health Record, it will be the primary system used in care settings by clinicians within the HSE and public health and social care settings. It will provide a digital record of a patient’s journey throughout their life, replacing paper records and separate IT systems. Instead, staff will record, update, and look up health information using a single system.

The HSE One Health Record programme will be the single-largest-ever investment in digital health infrastructure in Ireland, and will be the largest transformation programme to be undertaken within the Irish healthcare sector. An estimated 5.3 million people across Ireland’s six health regions involving some 160,000 staff stand to benefit.

A national EHR is an essential component of Sláintecare, Ireland’s strategy for transforming and integrating healthcare delivery, and Digital for Care, the national digital strategy for the Irish health service. It will help achieve the vision of these strategies by providing healthcare providers with access to real-time patient information across all care settings, enabling Ireland’s healthcare system to respond optimally to the needs of individuals and the broader population.

The implementation of this national solution represents a vital step towards modernising healthcare delivery in Ireland, By integrating patient information into a unified digital platform, the national EHR will enable the enhancement of the quality, efficiency, and safety of healthcare services, aligning with national healthcare strategies such as Sláintecare

The national EHR will be deployed in four stages. The first stage will have HSE Dublin and North East going live in 2029; this will be followed by a second health region going live the following year; two more health regions going live the year after; and the two final health regions going live in 2032.

The invitation to tender is live now at eTenders.gov.ie. The deadline for receipt of tenders or requests to participate is 15h00 on 24 March.
