OCIMS Programme Reflecting on Progress and Continuing Momentum

The rollout of the OCIMS (Outbreak, Case, Incident Management and Surveillance System) for notifiable infectious diseases continues. Members of the Programme Board, Fran Thompson, HSE Chief Information Officer (CIO) and the team from Public Health including Health Protection Surveillance Centre (HPSC), and Technology and Transformation (T&T) met on 20 July 2026, in Dr. Steevens with US-based Conduent representatives. OCIMS is built on the Maven product supplied by Conduent.

OCIMS, which will eventually replace the existing CIDR (Computerised Infectious Disease Reporting) system, is being delivered in two phases.

30 diseases were included in Phase 1. Technical go-live was in March 2026, with operational go-live commenced in June 2026, initially onboarding 11 of the Chlamydia reporting laboratories, with further diseases and labs to be rolled out in due course.

Phase 2 is underway and will extend OCIMS functionality to the remaining 60 diseases, including respiratory viruses, and deliver geocoding enabled case allocation and mapping.

The meeting provided an opportunity to align on the current project status; review lessons learned opportunities from Phase 1 and strengthen collaboration among all stakeholders involved.

A key focus of the meeting was ensuring alignment on upcoming priorities. Discussions centred on product quality, User Acceptance Testing (UAT) project timelines, resource needs, and any potential risks that could impact delivery. Open dialogue between internal teams and supplier representatives helped clarify expectations and generated constructive proposals to resolve several outstanding items.

The OCIMS Programme is progressing on schedule with Phase 2 technical golive due in late 2026. The continued commitment, teamwork, and partnership shown by all involved remain key drivers of the project's success.
