HSE CEO

Anne O'Connor is the HSE's CEO.

Anne began her health service career as an occupational therapist and has held a number of senior management positions including National Director for Mental Health services and Chief Operations Officer for the HSE through the COVID pandemic.

She was appointed CEO of the HSE in December 2025 and took up the position in March 2026.

The CEO reports to the Board, making sure the HSE is managed in an efficient way. However, there are certain important tasks that only the Board can do – these are called reserved functions. These include approving major plans, policies, and reports for the organisation
